The association considers that the general situation regarding human rights and freedom of speech
in Italy has deteriorated in 2018. Conclusively, the association has paid attention to the limitation of
the inviolable rights which none can question. The most significant human rights problems in the
Italian Republic included the politically motivated disappearances, torture, racism and
discrimination, violence and restrictions. The non-completion of the action in respect of the right to
life and security of the victims must be perceived as a violation of the obligations of the State.
Officials and public employees who violate the law and human rights are accused in the lack of
dignity, the point is the loss of dignity. People in power attack, spy, arrest, torture and try to
eliminate, even physically, activists and journalists trying to block illegal activities and promote
human rights.
The global nature of the Internet and freedom of information are censored and limited, despite the
General Assembly of the United Nations has approved the Resolution "The Promotion, protection
and enjoyment of human rights online and offline," and recognized the right to Internet access as a
human right.
This is a tragicomic situation that Italy became a member of the Human Rights Council for the
period 2019-2021, despite the UN's criticism, in particular, the Commissioner for Human Rights
institute an investigation against Italy for the proliferation of incidents related to racism and
violence; and because the Italian State had not applied the decisions of the European Court of
Human Rights.
It is important to protect the activists of human rights and the freedom of the independent press to
make the institutions more accountable and transparent.
Violence against women and children has reached alarming proportions in 2018. The overwhelming
majority of the minors, illegally removed from their families of origin, based on false reports of
social services, were displaced to shelters and local communities, were treated with violence and
savagery. Many people, including minors, were subject to discrimination and are hospitalized in
psychiatric hospitals can be subject to forced treatment in violation of the constitutional rights of the
Italian Republic. Considerable risks were identified for the victims of abuse and violence by

association declares that all the facts and data that are described have been confirmed by the State
officially, or are received by Europol, all the polices and by the Ministries of Interior and
Immigration of Europe, European Commission, non-governmental organizations, or during the
investigations carried out in the field. But any way, the association remains available to provide the
range of data collected in the sector.
The association has always implemented the work of socially important and useful activities in the
field of human rights, but is kept under constant scrutiny by the organs, especially on the part of the
authorities of Turin that hamper the work of the association to protect the victims, mostly minors,
from abuse.
The European Court has condemned the Italian State numerous times, and also in regard to the
work of social services, but especially for the lack of vigilance on the part of the Juvenile Courts the
action of the social assistants. Italy is the leader in the number of complaints examined. The Court
has already accumulated about 20 thousand appeals against the Italian State. The European Court is
forced to issue 150-200 decisions per month against the Italian State only for violation of article 6
of the European Convention.
In Italy the trafficking in minors is linked to sexual exploitation and abuse, begging, illegal
adoptions, the children were involved in the criminal activities and exploitation of child labour. The
rights of children and adolescents are ignored on the Italian territory, no organ deals them
protection.
In Italy the minors, mostly foreign citizens and stateless persons, involved in the prostitution
market, the producers of child-pornography material distributing products
for trillions of dollars, including the web, however the authorities are not employed the closure of
the sites of child pornography and do not limit the illegal activity, but arrest the websites of human
rights organizations.
Many children continue to suffer and are subject to ill-treatment by operators of shelters and

3 500 juveniles die from physical abuse and neglect; 2 - per week in Germany and in the UK, 3 -
