Analyzing the events that took place in the Italian Republic over the past year, we should note that despite the efforts to combat the business of minors and the scandal of illegal guardianship in the regions of Emilia-Romagna and Piedmont, the situation in the field of human rights is not satisfactory. During this period, the Association and the international human rights committees have registered a number of complaints from Italians and citizens of European countries about the illegal actions of law enforcement officials, representatives of courts and prosecutors, social services and psychologists. Some corrupt judges, social assistants, psychologists and other commune employees, associated with criminal structures, continue to sell children and engage in illegal guardianship. According to data for 2019 provided by official sources and witnesses, there were numerous cases of sale, resale, abduction and illegal movement of children of different nationalities from the country and between regions.
The Association is deeply concerned about the large number of children held in alternative care institutions and the frequent removal of children from families as a first response in cases of family financial distress, disability of one parent, divorce and custody disputes. 
The Association shares the position of many politicians, journalists, committees and organizations, ordinary citizens, who claim that corrupt officials and employees working with the mafia and creating local organized crime are involved in the business of children. With reference to RVS, REGNUM. 

Abuse and neglect is not a valid argument for social services, which continue to ignore situations where fathers torture and beat their children and wives. The object of interest is healthy children from normal families, who after being tortured and humiliated in shelters can later become the object of sale. Thus, the fact of genocide and destruction of the family as a social unit, term and concept is confirmed. The leader in abuse by the judiciary and social services is Turin. There are noted violations in the following regions: Piedmont, Emilia-Romagna, Lazio, Liguria, Friuli-Venezia Giulia, Sicilia.

A number of right-wing politicians are proposing to further strengthen the necessary measures to prevent and suppress the sale and resale of children, including awareness-raising campaigns and educational programmes aimed, in particular, at parents. Despite the difficult situation and the incessant attacks on journalists, activists, parents and the opposition fighting for the rights of children and their families, the fight against organized crime and business on children continues in general. 
In spite of the precarious situation in the sphere of human rights, we should not be distracted from our global solidarity initiatives. Every day the families are destroyed and exterminated, the plight of innocent women and children is ignored, and the rights of fathers and grandparents are violated. In addition, the Association is concerned about reports of the use of the system for the exploitation of minors as sex slaves and the removal of children from poor families for resale to rich people. 

Against the backdrop of significant political and criminal violence, the security of children and families remains the dominant issue. These problems must be resolved on the basis of universally recognized principles of international law and the application of the moral norms of a civilized society. The Association recalls that the State must always respect the principles of universality of human rights and non-discrimination.
The functioning of state bodies is regulated by laws and standards that provide the necessary moral and ethical level, but some representatives of structures are characterized by cynicism and corruption.
In the period from January to May 2019, has increased the number of kidnappings of children committed by social services together with local bandits and criminal groups, which can be safely attributed to illegal formations. We are not just talking about criminal groups of local scale, at this moment we are dealing with a security threat that has spread across all regions.
Women and children who expose crimes or act as witnesses are denied access to justice. Victims and witnesses are put at risk by attempts to escape from the influence of local judges and magistrates, law enforcement agencies, social assistants and health workers who cooperate with criminal groups.
International criminal groups are trying to create stable functioning channels for the traffic of minors through the region Piedmont. All children in need of care are included in their orbit, including abandoned children, disabled children, asylum-seekers, refugees, but above all healthy and beautiful children from middle-and high-income families for resale to the elite.
Various cases of enforced disappearance are attributed to law enforcement agencies, which are also responsible for the movement of children.
The initial goal of the Association is to expose crimes in this area, search and find children illegally removed from their families, processing applications for child abduction, child trafficking, and violation of personal rights.
There were cases of discrimination and a ban on the use of the native language by social workers. Often, Eastern European immigrants also face numerous problems, including indoctrination and forcible removal of children from their families, and are subjected to political persecution. In the cases of one or both minority parents are involved, judges and social workers have encouraged the removal of children from their families.
Social services implement a policy of removing children, develop boarding orphanages and shelters, which leads to the formation of "stolen" generations. 

The Association notes with concern that there is no visible effort in Italy to provide specific penalties for acts of unlawful removal of children.
The emergence of new forms of alliances between organized criminal groups and civil servants requires an effective response. In order to solve this problem, it is necessary to work on preventing illegal seizures of children, punishing corrupt officials, rehabilitating victims, and at each stage specific measures and action plans are needed.
More than 40 percent of respondents reported specific cases of abuse and violence by local government officials who are involved in business on children. Thirty percent of the cases were related to violations of laws and international law, fraud in the sphere of guardianship and removal of children, 25 percent of the cases received in 2019 were related to allegations of intimidation and abuse of power by the judiciary and local authorities.
It is necessary to develop clear standards of responsibility for officials, magistrates and judges to hold them accountable for violations of the rights of children and parents.
Many laws and regulations have been the subject of efforts to reinterpret them, and even informal illegal modification by judges of juvenile courts. First of all, we are talking about the judges and magistrates of Turin, who violate the laws and condone business on children. Taking into account the lack of control in this area, there is a high probability that judges, officials and employees illegally use their position.
Thus, at this stage, Italy has not actively reviewed the practice of removing children from the family environment. Illegal withdrawals of children who were abused by their fathers and subsequently by representatives of boarding communities and orphanages were not properly considered by the competent authorities. The main anomalies are that currently all attention is focused exclusively on men who have committed violence or have already been convicted, who receive sole custody of children, in violation of ethics and law. Children who are victims of abuse and abuse by their fathers are completely deprived of support and care. Employees of social services and law enforcement agencies allowed harassment and abuse of office, raising their voices to victims and victims, allowed intimidation. A corrupt system needs employees and officers who will blindly follow orders without analyzing the situation. Complaints about the local municipal police have increased, but there has been an improvement in the health system in Tuscany.
Note that the investigator and the Prosecutor are responsible for any criminal investigation. The attorney General oversees and ensures the proper implementation of the law throughout the country by both individuals and legal entities. The public Prosecutor may initiate a criminal investigation, and the attorney General is responsible for ensuring that criminal cases are properly prosecuted. Thus, the staff of the Prosecutor's offices are responsible for carrying out criminal proceedings and prosecuting the perpetrator in order to apply the punishment in accordance with the law. The Constitution must promote, protect and ensure the rule of law. We urge citizens to use the opportunity to appeal to higher authorities in order to defend their rights and freedoms.
There were reports of unacceptable physical contact between social workers and children, sexual relations between social workers or caregivers with clients, and fathers of families under the supervision and control of social authorities. Social workers perjured themselves in child custody disputes, in the divorce proceedings of their clients, in favor of their lovers, violating ethics and creating a conflict of interest.
Similar cases have already been reported in the world press, for example, a social worker is accused of inappropriate sexual relations with a client who claims that the woman kept him as a sex slave. A school psychologist was fired and arrested after admitting to having a sexual relationship with a minor, citing Life and the New York Post. In Turin, an 18-year-old young man accused a shelter teacher of sexual abuse when he was only 13 years old.
Social workers should not take unfair advantage of any professional relationship or exploit others in pursuit of their personal, religious, political or business interests. The status of social workers should be clearly defined and not related to the status of other parties involved in the process, and the status of the court itself. The court of appeal of Turin recorded numerous violations and the admission to the judges of representatives of social services under investigation. There are also cases of conflict of interest, illegal combination of state duties and violation of the constitutional rights of citizens and their children. However, the magistracy and prosecutorial commission is responsible for conducting country-wide vetting of candidates for judges and prosecutors.

Activists offered a radical useful tools in the application of legal sanctions to courts that have violated the laws and international norms. Parental rights and the family are protected by law, but bandits in juvenile courts illegally deprive parents of their rights and violate the law by kidnapping and trafficking minors. This illegal practice is contrary to the principles of international law and the Constitution of the Italian Republic. The range of rights and obligations of each person is determined by the procedural position of the person concerned. Nevertheless, any court will never be trusted if good parents and activists are the only ones who are persecuted with suspicious zeal. Thus, the Italian Constitution guarantees the independence of magistrates in the exercise of their judicial powers. A judge must not submit to any dictate in the performance of his duties. In the performance of their duties, judges are independent and must be guided only by the law and their own conscience. Laws exist, it remains to find judges who have a conscience. 

Public servants and officials in the performance of their duties must strive to serve the public good and society. The number of crimes committed by Italian public officials is constantly growing. Amendments should be made to completely revise the rules in order to specifically limit the scope of social assistants and related professions that allow service crimes. Law enforcement officers, judges, assistants for committing crimes against children from their families should be brought to criminal responsibility under articles that provide for responsibility for committing official crimes and abuse of power.

Those responsible for acts of violence, gross abuse of power and crimes against humanity, committed during this period and earlier, are still not brought to justice, which means that such acts are committed with impunity.
Prosecutors are authorized to investigate cases of corruption, abuse of power and other crimes related to corruption, and initiate criminal proceedings against them.

There are cases where criminal organizations maintain contacts with police officers, including officers who have previously committed official violations or criminal offenses. Carabinieri, surprisingly, accept and execute orders of social workers on the phone. In these cases, the intervention of the military Prosecutor's office and the dismissal of the military from the Armed forces is required.
The Association emphasizes the need for all categories of personnel to comply with the strictest standards of conduct in the performance of their official duties.
It need to emphasize the vulnerability of journalists in the performance of professional duties, which should be guaranteed the integrity of the individual. Also, members of Parliament should be able to freely express their opinions in the performance of their duties, but over the past year, threats against representatives of individual parties who oppose business on children and criticize the left bloc have become more frequent.
We should not forget that the majority of the participants in the business of children are from the South, the children of migrants, mostly Sicilians, who deliberately did not integrate into Northern society, creating a mafia and holding public positions in order to act with impunity under the guise of corrupt colleagues. As the expert from Naples notes: "Earlier in the North of Italy there was an invasion from the South, now there is a new wave of immigrants from Africa and the East, which will destroy the entire population of the country. The servants of business on children sold the country and destroyed the future as in 1945 (Association notes: the Sicilians helped the Americans invade Italy from the South, later some Sicilians were killed on US territory) now they are waiting for complete destruction. The children of social workers, judges, and magistrates will be destroyed by the new order established by the migrants. Of course, only the highest-ranking politicians and their families will be saved. Looking back and analyzing the situation that existed a year ago, it is necessary to recognize that some progress has been made in disseminating information about the crimes and torture of children and their families. 
In general, society blames "criminal women", that are, social workers, over-age judges and psychologists, without analyzing the circumstances that led to such situations. We must regret to note that these unacceptable actions and violations of the provisions of the fundamental conventions have not yet met with a proper response from the international community.
It is essential that all decisions are made in the best interests of the child and only in the most necessary situations, eliminating the traffic of children.
It is imperative to recall and explain the fundamental principle that the protection and promotion of human rights is the main task.
